I think this might be a RPM? If anyone knows if it is in any of the books or there are others like this, please see photos and advise. Thanks, Bill

It appears to be die deterioration doubling. The era of the RPM ended in 1990, when the mintmark was placed on the master die.

This coin has doubling around the perimeter on the other side. Wonder what could cause that?
