Found this 2006 Cent with dripping columns, thought I's share the pictures.

It could be either die chips or gas bubbles, hard to tell which. If you press down on one of those bumps with a tooth pick, should it collapse, then it is a gas bubble. If it doesn't then more than likely it is a die chip.
