I have a very good idea how this was caused on this 1968 Lincoln cent, but wanted to make sure that I was correct. My guess is that this was milled for a good luck charm or souvenir key chain of sorts.

Any other thoughts on this odd rim.

It could be an encased, or lucky token cent. The abrupt truncation at the tops of IGWT is a sign of post-strike damage/alteration.
