CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    Are they fluting lines extending down to bottom step???

    Yes it does appear to be an extension into the stylobate. In this case it is the corner formed by the bay floor and the column that has made this line and not one of the fluting lines that is found on the interior of the column.

    As to what die it is, I can not be total sure. It may be 1996D-1DER-004WS, however, the offset direction does not seem that much on your coin.
