1998 Lincoln Liberty

I have attached a photo of a 1998 Lincoln Cent (which I call my berty penny) the "I" is very faint and I cannot see the "L" at all in the observe of Liberty. The 1995 Lincoln Cent has, I believe cuds around the words "God" the space and "We". Can anyone advise on these?

The 1998 appears to be a grease filled die, which has stopped the metal from entering the LI of LIBERTY. The1995 does not have "cuds". Cuds are a rim break and from the looks of your coin, it appears to be gas bubbles around the IGWT.
