Post Mint Damage.. Notice how both of your arrows are pointing to the inside of the 0... If it were doubled would it not be on one side (ie east of both sides of the 0)?

I don't think it's damage, at least not all of it. Bottoms of the 9s look a lot like die deterioration doubling, the 0 looks a bit like machine/strike doubling. The 0 is weird, though as it looks like the "double" on the left side of it comes to an abrupt end about halfway down. Showing what looks like doubling on either side of the inside of the 0 is a dead giveaway that it's not a doubled die, though, you're spot on with that.
