CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    Probably struck through grease, but it's really hard to tell with an image that size. If the original image you have is larger can you crop the photo before posting it so that the coin can be seen in more detail? It's kind of hard to figure out what's going on with an image that size, though like I said, it looks like it was struck with some grease/oil/etc in the face of the die at the time of striking. Could also be damage, a closer image of the coin would likely make it easier to determine.
