It's certainly a doubled die. Try the CONECA variety master listing to see if it matches any of the descriptions for that date. www.conecaonline.org.

There are several dies with doubling of this nature listed in the Master Listing. I suspect it is the result of a doubled working hub. Most of the coins I have seen are LDS with mushy doubling and limited markers. A lot more research is needed for these.
