CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    I found this 1995 Lincoln. There appears to be an "O" under "A"? Is this an error?

    From the photo it appears to be nothing more than some kind of residue left behind after some moisture got on the coin. I'm no expert though.

      Unless it is raised on the surface of the coin (indented on the die), which maybe some sort of die damage or incused on the surface, which would relate to being struck through a foreign object or a drop letter, it would be nothing. In this case it appears to be a surface blemish and thus the value of the coin that it is on.
