1941-S Tilted S CCW Very Obvious
Here is a nice example of a Tilted Mintmark CCW. Engravers use punches that are made of square stock to aid in holding the punch to avoid punching in the MM rotationally. Other times round stock is used with a flat machined in where the engraver will place his/her thumb to aid in holding the punch in the correct position.
