I would say yes it is.
There seems to be a Blakesley effect on the Obv and Rev, opposite the clip, at the rim.

Not a slam dunk, but it looks like it may be. It might have some die deterioration issues as well.

Nope.
The upsetting mill puts a continuous proto-rim on the type 1 blank.
This would be damage to the coin after it was struck....
