In my opinion, this is strike doubling, or worthless doubling. Its much lower than the original date.
It makes the letters look thinner and damaged.
If the damaged area was raised to the same height of the normal strike, it would probable look like a normal Lincoln Cent.
The damage typically comes from one direction. This one looks like the damage is from the Northwest direction.
The minting machines they used in the 1950's through the 1970's or so were riddled with problems when striking coins.
They would pass the US Mint approval, but you can find literally hundreds to thousands of the worthless doubling before ringing the bell with a true doubled die.
For the true 1969S DDO, the words LIBERTY and IN GOD WE TRUST should be visible with the naked eye, meaning you wouldn't need to use a loupe or magnification.
