So I know about the spotbon top of the Heron's head. My question is, in the words "Rhode Island " and the 5 o'clock of the "8" in the date, does that look like a DD or Machine Doubling? I know pictures are hard but it is interesting to look at up close. I Don't believe the value of this coin is going for very much.

In my opinion, if the letters are incused (sunk into the coin), more than likely this is some form of worthless doubling. I do not have an example here to compare. But I have seen plenty of the incused state quarters with resemble the same issue.
