This appears to be a DDR around the "earring", "Dollar" and "States"

In my opinion, it may be one of these:

Its very important to read the description of each listing as it tells where the documented doubling is on each listing. Since these working dies were made of steel, and the doubling was impressed into that working die, the area of documented doubling will not move locations.
