The Royal Canadian Mint plates some of their dies in chrome for the purpose of extending die life. When the chrome does start to wear, it does produce a form of doubling not seen on U. S. minted coins. While I do believe that Mike is correct in his analysis that the above cent does have machine doubling, we should be also aware that there is a form of die deterioration doubling that appears as machine doubling.
