Is this a minor clash mark(red arrows) the area looks slightly raised. I check VAM world and did not see anything similar to this coin. Thank you

Just wondering if there was any thoughts on this one. I was looking closer and I think it my be a later die strike of VAM-1A if thats possible. If that is possible, would this explain why it is still closer to the center of the design. Iam still trying to learn and when I'm done with the RN program I will buy all the in depths books and any classes you have to offer to further my knowledge. Thank you for the help for now.
