I am not to sure why the MINT would hold onto 6 to 8 year old dies and then use these dies in the manner that they were used. It would help if we did know when the 1998, 1999 and 2000 TYPE II came into circulation; whether it was in the beginning, middle or end of the year. If it was in the beginning or the middle of the year, I would then think that it was more of a mix-up of business reveres es and proof reverses than running out of reverse dies at the end of the year and using older dies.
I guess it is just one of those mysteries from the mint that may never have an answer.
