2000 New Hampshire - No Mint mark

Hi, I was just wondering about the New Hampshire State quarter with no mint mark. I've seen other places where people have asked questions about the same coin. The response seems to be that these are either a filled die or a variety. A filled die would only be a couple of coins but a variety would be a lot of them. Who determins that distinction and what does it do for the value of the coin?
Thanks in advance for any clarification.

These would all be filled die errors. They are not die varieties because there is nothing wrong with the die. A filled die error is considered to be a striking error, even though it can be repetitive up to a point.

Missing mintmarks on state quarters are worth less than a dollar.
