1995 DDO --> half dollar variety?

Greetings all. I was pointed here to get some input on this whether it's machine doubling or double die (which I cannot find much info as a variety thus far). Please let me know what you think and thanks in advance.

Link has a scan of the coin in question on top and a "normal" one on the bottom.

I see doubling on Kennedy's face. Most of the time this turns out to be machine doubling. This is one of the more common places for machine doubling to appear. We'll wait for James Wiles to confirm this diagnosis.
