Yes, that center bar on the E looks doubled but since the doubling appears to be limited to "only" that bar, I expect some type of machine doubling or die erosion or possibly somethig as simple as a well placed collision with another coin.
Doubling on a die occurs when the die gets misaligned (for whatever reason) during the second and subsequent hubbings. As such, more of the doubling would occur elsewhere on the coins produced from that die. With doubling such as is displayed on your coin, I would expect the upper and lower bars of that E to exhibit at least something. Then of course, there's the other E in CENT which shows nothing.
When the doubling is limited to one small portion or the coin, its usually caused from some situation which occured during the minting of the coin and not the creation of the die.Lee Lydston
