The cent shows a form of die deterioration known as "progressive, indirect design transfer". It's also been called "heavy design transfer" and "internal metal displacement phenomenon". It's very common in wheatback cents. The eagle's wing appears to show machine doubling, which is usually caused by a loose die or vibrating die assembly. It's also very common.Mike Diamond.
