California Dimples
Here is a 2005 D California state quarter with dimples. The first photo shows (to me) recesses indicated by the blue arrows. I have seen these recesses on the Nebraska Chimney Rock "Lava" errors and on the Yosemite "Boulder" on El Capitan error coins.
The second photo shows the dimples under the letters of California indicated by blue arrows. All of the dimples are ONLY on the word California. No other letters have dimples. The dimples get progressively more pronounced going toward the last "A" from the "C" (or counterclockwise).

It does look like you have dimples under the letters in AMERICA. However, the marks on the edge of the mountain are a different anomaly. Dimples always appear towards the center in a radial pattern.
