I cannot tell from these photos. Once I am home I will see if my photo editing software will reveal any split serifs on the mint mark.
I wanted to rule out the possibility of machine doubling, but the top photo is not clear enough and the lighting is way too bright.
One other thing, that is against this possible RPM is that Variety Vista does not list 1984 as a RPM candidate. It does not mean it cannot be.
Here is the RPM list for the Quarters:

Two suggestions for shooting photos;
Try using some sort of cloth to diffuse the bright light, the softer the better.
If your camera has a closeup feature or MACRO setting, its best that this feature is turned on for close up photos. Its not absolutely necessary
to get up close and personal to a device (in this case a mintmark) to get a great pic. It takes time to figure out what looks good enough for a good educated guess.
Sometimes taking good to great photographs take a LONG time. I used to nearly spit fire when it would seemingly take too long to shoot a good pic.
But for many that like to help in this forum, good to great photos will assist us in giving you a better answer than, "I cannot tell".
Keep looking, there are plenty of neat finds out there !Gary Kozera
