Let me start with there is no extra metal on struck coins. When you see something like a die chip, crack, die break or a CUD on the perimeter it is not extra metal. The die has a cavity (an open area) that some of the metal from the struck coin goes into it, just like the recessed parts of the design, it is NOT extra metal.
Your coin has plating blisters, common on Lincoln cents:

During the production of the zinc sheets that are gang bunched into coin blanks, containments are laid onto the surface of the zinc and survive the subsequent copper plating bath. These containments, which can be random or laid down in striations, can expand from the heat and pressure from the coin striking process leaving plating blisters on the struck Lincoln. We know this from off center struck Lincoln cents that show blisters on the struck section but have no plating blisters on the unstruck areas of the coin.Jason Cuvelier
