CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

It is tough to say if it is an overdate. While there appears to be a east-west horizontal bar there, that is all there is. If there was an 9 over an 8, in my opinion, we should see alot more of the 8 since it is shifted to the west some.

Without that east-west bar, it appears the hole of the 9 would be normal.
Compare it to the first 9 in the date.

    It could simply be a re-punched date, a 9 over another 9.
That would answer the question why there is no evidence of the bottom of the 8 on underneath the 9.

NGC world coin area does not have much on this coin from Peru.
Neither does numista.com. No mention of an overdate or Rpd.

The only thing that may have affected the strike is that there is a striking issue with the reverse.
It's difficult to judge whether the damage on the non dated side of the coin happened at the same time and slightly shifted the coin, causing the issue of the last nine the date.

I do not collect nor do I know enough about the minting process for the Peruvian government. One of my friends in an overdate collector. I may be able to coax him into having a look at this coin.

My friend, who loves over dates, think this is a re-punched date.
But only way to know for sure is to have some one see it and determine if it truly is. If you wish to ask CONECA attributer to look at this coin, go to the FORUMS main page.
        Look for CONECA services.
Under the Attributions area, place a post about this coin.
Tell them there appears to be no known 1979/8 10 Soles Peru and ask if they can attribute it.
These pictures are good, make sure you add photos and as much information to the first post you make.

Or send this in to a third party grading service. For the third party grading services (ANACS, NGC, PCGS) I think the cheapest cost wise is ANACS, they are at a lot of coin shows.

It is up to you whether you send it in to a third party or CONECA.
CONECA has lower cost for sure.
