was there a problem with the mint mark punch in 1974 or this's an RPM ?

Varietyvista.com has no listings for 1974S proofs.
It may be just be minor or split serifs the main reason VV may not have listed it.
You can check doubleddie.com to see if they have it listed. It's imperative to match up the mint mark position exactly to know its a match or, use the addition markers or pick up points (scratches, die breaks, die gouges etc.) to cement the attribution. Doubleddie does show some minor rpms and doubled dies.
