CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

i cannot tell from the photos. You may have to get clever with the lighting. I would attempt to add a sheer fabric over the lights to reduce the glare. You could tape the fabric over the lights. but be warned... remove the fabric if the lights get hot. You want to avoid a fire or unsafe condition like overheating. Remove the fabric immediately after taking the photos.

You can see how many 2000 S Lincoln Cent Proof doubled dies were made here

    Spoiler alert:
There are none listed at Variety Vista. No DDO's nor DDR's.

What you might be seeing is a very slight second strike that is minutely off. PROOF coins were typically struck more than once to bring out the best of the coin. It is meant to be a collector piece, not intended for circulation, so they wanted to ensure the coins looked well struck and highly detailed.
