In my opinion, we would need a better photo of the date and full mint mark to determine if its a RPM.

Its important to scrutinize the position of the mint mark. Every working die had its mint mark hammered into the die by hand, so the position of mint marks can vary a bit.
As for doubled die listings, its vital to read the description to find out where the doubling was documented.

If you are referring to the 6 then that appears to be die deterioration and the 9 looks like PSD. Cannot see bottom half of mintmark so cannot make a determination on the RPM.Comment
