CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

I am not up to speed on this countries minting process, but this might have been caused by:

The planchet may have been overheated and during the strike so etching went wrong, like some of the metal flow seeped onto the field (flat area of the coin).
It could be related to die deterioration too.

It might be some lamination issue, or some debris like grease or other material that was either done at the mint, or was done unintentional when the coin was in circulation.

I've seen all sorts of items spilled on coins. That might be a possibility. Some times it's difficult to assess what's going on, with just photos.

It is often a good practice to add a photo of the full obverse and reverse of the coin so we can see if there are any other hints of what might have happened.
