At best, an extremely minor lamination...but more likely wear and possibly post mint damage. It could be a combo of all three.

when you have a defective planchet like this (lamination error) that connects to the rim/edge, be sure to check both sides as you may have a cracked planchet. i don't think that is the case here but i also can't see the rev side well enough.
