1909 No VDB Philadelphia, could this be a proof?

In my opinion, as worn as this coin is, it would be very difficult to prove.
All it would take is for some one to whizz this, or polish it and throw it back into circulation.
Even IF it was, it would not be worth much as proofs are meant to remain uncirculated and the typical listing and prices stop near AU58 or so. From that point downward, I can imagine the third party grading services simply grading the coin as a "normal" coin, since it was placed into circulation.

That shine is not from a proof. Its due to something else...maybe a polishing, cleaning, being dipped or simply a well worn coin.
