i'm leaning towards a very small plating issue. i've seen a lot of these on the modern coinage but are of very low interest due to their size. (if it is that)

your lighting seems ok but the image is so grainy i am leaning towards insufficient image resolution because of the device being used is not provided high enough quality images?
idk if there is a setting in your camera to increase quality (which also increases image size in MB) or if that is the best it can do.
having enough ambient light (sun or bulb) is usually the biggest shortcoming because images degrade rapidly w/o enough light but the device/camera still needs to be able to provide a certain level of quality or the lighting becomes irrelevant.
