In my opinion, it could be a sliver of extra metal. Almost like a localized strike through.
It could be a re-tooling of the area by a mint employee, to clear out some buildup/debris within the area.
It could be that the area has flaked away due to age of the die. Not a true die crack, but more of an area that has significant wear in one area on the coin.
It might be considered minor, since the magnification appears to be higher than 10x.Gary Kozera
