    1984 D Question

This coin has a CU piece going East from the MM. I used a loupe to inspect it closer and it appear's to be coming from the MM itself, but intact with the face of the coin. Could this be a broken punch?

It could be a die chip, die gouge, or die dent. Let's just call it die damage. It's not a broken punch. If that were the case, part of the mintmark would be missing.

There is also the remote possibility of it being part of another mint mark or a RPM. The 1960-D Lincoln cent has many examples of a partial bit of an extra mint mark sticking out similar to this. Of course to determine if it is or not, it would have to be sent in for examination to Dr. Wiles.
