Is this an overdate on on this Lincoln cent?

for my part, as nice as your image and presentation is, it's gonna take a lot more than that for what you are asking. you need different angles, super-close-ups and very sharp images and it is possible that may not be enough. i gotta say 99% of the time, to diagnose something like that, an in-hand examination is almost certainly required. imo

The date is raised-relief on the coin, so if a new date were put on, it would have to be "built-up" rather than engraved into the coin. Very hard to do without the result being an obvious manipulation.

Is that silver finish the true color of the coin? If so it is easy to create a false silvery finish with electroplated coat of zinc, or simply bathing a copper/bronze coin in liquid mercury.

Yes it is. And I didn't become a PAYING member of CONECA to be kicked to the curb over my lack of photography skills and these (50) 1958 D Lincoln cents that I have that show something totally different than what the accepted narrative is. An in hand exam is the only solution to this. It is my right, I believe, as a paying member of CONECA to have my coins examined by CONECA's experts, no matter what you may think of me or them.
