1909-S Wheat Cent Tone, Damage, Corrosion, or????

This is my 1909-S Wheat Cent. I have had it for a while now and have gotten so many different explanations from "Toning" to "Fire Damage" to "Corrosion". I'd like to know what people here have to say about it. I'm almost tempted to just include it in my next PCGS submission to see what they say. On the Obverse the picture doesn't show it, but the black is flaking off (lighter spots around "Liberty"). The "L" in Liberty is still there but is weak.

The coin has nice details but it's environmentally damaged. I wouldn't call it toning, I would call it stained. Would I submit it?.....nope!

In my opinion, its been environmentally damaged.

It looks like dirt or debris on coin on obverse between the top of LIB in LIBERTY and the word IN.

More located southern area near rim below Lincoln. Its probably been cleaned as well, coin looks dull and in places looks like the patina is gone. It any event I personally believe it might come back as details grade.

With cost of grading, I do not believe the return on in estment is there.
