Is this Doubling on my 1964 Penny?

In my opinion, it looks like mechanical damage.
Letters are thinner, no notched corners/split serifs.
There are some areas that are lower and step like.
IF it were a doubled die it each area should look a bit thicker and the doubled area should be close to the same height.
