That first phot 8s simply too grainy to get up close to see what it is. It could be damage, where some of the top of the O was pushed down. It could also be the beginning of a die crack, or a die chip.
In my signature block is a suggestive post on how to take clear photosbwithba cell phone. I think a nice clear photo of the full obverse and reverse of the coin would be helpful.

There are dents, possibly bag marks or circulation damage on the left stem, so I am thinking that is post mint damage - something done after it left the mint. That is the best I can offer with the photos provided. It would take a lot of convincing to a collector that this is something else due to the location of what appears to be damage on top of whatever that stem really looks like in hand.
With all respect due, the photos are what make the assessments here. The clearer the images the better the answers will be. I was using a tablet earlier and even zooming in, I was unable to see what was going on clearly with the reverse.
With circulated coins come abuse both intentional and unintentional.
Maybe some one else will come in and offer their opinions as well.
