In my opinion, the coin is circulated.
Circulated coins are subject to all kinds of abuse.
My educated guess would be that it is post mint damage, something done after it left the mint. It kind of looks like a bag mark where a coin with reeding, like a half dollar or Ike dollar hit that area really hard, pushing some metal in a pile if you will.
On circulated coins, it is difficult to know what happened. It does not appear to be a classic error, nor does it appear to be a die chip, die gouge nor a die crack.
