Anomaly on a 1999-P Susan B. Anthony Dollar

Can anyone assist me in identifying this anomaly on the throat of this 1999-P Susan B. Anthony dollar? It appears that Susan's throat has been cut.

Is it raised on the coin or sunk into the coin?

Using a toothpick and lightly going over the area it appears to raised.

In my opinion, the coin is circulated.
Circulated coins are subject to all kinds of abuse.

My educated guess would be that it is post mint damage, something done after it left the mint. It kind of looks like a bag mark where a coin with reeding, like a half dollar or Ike dollar hit that area really hard, pushing some metal in a pile if you will.

On circulated coins, it is difficult to know what happened. It does not appear to be a classic error, nor does it appear to be a die chip, die gouge nor a die crack.
