In my opinion, it looks like machine damage. Some time ago they used to call it flat field doubling. Basically, the die had a little extra play on the mechanical side, and when it struck this coin, and probably much more, it may have bounced a tad, leaving that flat field impression.

Doubled dies have more than one impression on that working die. Usually the pressure applied during these impressions to the working dies were done with the same tonage strength. Those impressions are sunk into the working die, so when the blank is squeezed by the obverse and reverse working dies, whatever is sunk into the working die will be raised on the coin.

Good photos but to me, this isnt a doubled die.

However, it just might be a repunched mint mark. I am not at the office right now to offer more about the RPM... the coin is a large date so there are over 100 possibilities for the 1960 from Denver. Now, whether there is enough seperation to be listed on VarietyVista, I am not sure.

Its late, i will try to revisit this sometime tomorrow.

One other thing. Back in the day, when they used to add the mint mark to working dies by hand, they did this after the working die had its impression(s). Then, if a working die needed a mint mark, it was added later.
So if you look at your coin, the mint mark shows the same appearance as the date. To me, that means its not a doubled die. Being that the mint mark is a seperate process done later and not immediately associated with the making of the working die, but it has the same appearance, I believe points it directly towards mechanical damage.

But the mint mark on your coin appears to have split serifs on at least the upper serif. If we could have a nice squared photo of the date and mint mark, it will help with assessing whether this will be a RPM. It could be listed on coppercoins or varietyvista.
