In my opinion, that's an a lot of light and glare.
It is difficult to assess.
It could be some sort of die trail, but it seems extreme.
it could be an over zealous mint worker abraded (scratched up) the working die pretty pretty bad. The lines need to be raised if it was done to the working die.
It is good practice to add the full obverse and reverse to these posts, so things can be ruled out or confirmed.
