An object has impacted the coin in that area and pushed, plus dented the metal in the B of LIBERTY giving it that appearance. This again is post mint damage.
The one thing about post mint damage, it is hard to say exactly what has happened, since there are thousnads of varibales to consider.Generally, we can tell what is post mint damage and what is not by the way the coin looks and knowning that it could not happen in the striking chamber. As to the cause once it leaves the mint, we use an educated guess.
