To my knowledge, there is no phantom 1955 - S mint marks.
The phantom mint marks of the late 1990s on the Lincoln cent were created when working hubs were taken from the Denver mint and had the mint mark removed. This then made working dies for the Philadelphia mint. Because the mint mark was not entirely abraded off the working hubs, some of the working dies did see a transfer of a very weak or "phantom" mint mark.
The incident involving the misplaced S mint mark on the 1956-D Lincoln cent occurred on only one working die and was probably the result of a dropped S mint mark punch onto that affected die. Even though there were no 1956-S Lincoln cents made, the S mint mark punch was still present on the punch setters work bench, so the accident could logically have happened.

The 1956D with an displaced S mint mark ranges in value from $15.00 in F-15 to $900.00 in MS-65. This was taken from a book printed in 1999, so I imagine the prices have escalated a bit.
