CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    I have a 1974 quarter part of the 7 is missing. Is this what you call an error
    quarter?

    It appears to be post strike damage and not a clip. Looks like someone took their frustrations out on this quarter.

      Agreed with BJ, I thought it might be a curved clip at first glance but it doesn't look like there is a weak area in the rim opposite the bit in question. This site has a decent explanation of clipped planchet errors and the markers of them:
