The 1995 cent is an enormous broadstrike. The first "9" of the date of the 1979 quarter appears to be cut off where it meets the edge of the coin, so that would make it an off-center strike. If all of the design is present on both faces, it would be an uncentered broadstrike.Mike Diamond. Error coin writer and researcher.

i was hoping that the penny was one of those things that look lke a bottle cap .it has a lip around it and sure seems like it might be.Attached Files

The reverse face of the quarter emphatically shows that you've got an off-center strike. The cent is a broadstike. It probably made transient contact with the collar as it expanded, which produced a false rim on the reverse.Mike Diamond. Error coin writer and researcher.
