I have a handy dandy chart around here some where that shows all of the 1982 series. If I can find it, I will post it here.
The upper part of the "8" does appear small enough to call it a small date. Bob, or one of the one Lincoln Cent attributors may chime in here soon.

I will offer a suggestion. From what I can see of this cent, it may not come back as a MS67. Does it appear to be brown in color? Red Brown?

If your doing it for piece of mind, and being able to track it's whereabouts, or for personal reasons, slabbing a coin is a good idea.

Usually when I find a coin, I quickly glance at PCGS and NGC (ngccoin.com) to see what the value is. Then I have to ask myself, IF, IF I was ever able to sell this thing, was slabbing it worth the total cost from a 3rd party place?

Lincoln Cent (Modern) (1959 to Date) Values - PCGS Price Guide

PCGS lists a Red Brown 1982 Bronze Small date as the following in price:
    (THESE ARE SLABBED PRICES)
    MS64 $10.00
    MS65 $18.00
    MS66 $30.00
    MS67 $85.00

    in RED prices are
    MS64 $12.00
    MS65 $35.00
    MS66 $85.00
    MS67 $225.00
    MS68 $4,250.00

Typically 3rd party grading places charge a grading fee, an attribution or verification fee. The return postage and insurance can be quite hefty as well.

Just suggestions. If your interested in having it verified, you can send it in to CONECA attribution services and they can verify it. Then, if it was me, I would buy a generic holder for a Cent, like a coin world slab. I'd place the coin in that holder and figure out a way to keep the paperwork and coin together. This way, postage and handling is WAY cheaper along with encapsulating it yourself.

Congrats on having an eagles' eye in spotting the 1982 small date.
