CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

The CONECA forum moderators frown on multiple posts about the same coin, but this one is in the right area.

From the other post that you thought it could be die deterioration, and...........

Yes, you are right, this area suffers from some sort of damage. It might have been extra flakes of metal building up within the letters or it could be strike doubling. See that "smear" underneath STATES"? if that goes in a circle around the coin, it could be damage from a coin counter, but it is unlikely.

There are different forms of doubling and this coin you have is part of the worthless doubling side.
John Wexler takes the time to compare the different types of doubling side by side and I hope it helps you understand the difference.

I suggest you read this post.
