 I find this coin very interesting, and I've spent some time thinking about it. Thanks for sharing!
 
 I'm thinking it could be hubbed-in debris. A bristle from a wire brush could have been caught between the hub and die. It dented the die above the U, got caught between the S of the hub and the rim gutter of the die leaving little scratches now seen as raised ridges on the inside of the rim, and then dented back into the die a little before the end of the bristle was caught between the T and the rim gutter again leaving scratches. Just a story to try and match the pictures. If true, there should be others like this.

 Hi all, I was thinkin it may be a misaligned die but Lionmc13 also let me know that this was his thought on my 2023 Nickels.
 https://www.error-ref.com/hubbed-in-debris/ after reading that I understood the difference between that and a struck through object as it involves the working hub. I found a 1982 quarter I believe is a misaligned die with mini cuds or bars above the letters. Dr James Wiles has attributed BAR Nickels but your example is more like hubbed in debris than those. I can post a picture from phone.

  This is the 1982 Quarter with a dual rim over LIBERTY. Your coin reminded me of this cool coin.  Would this be considered misaligned and considered cuds?

 Oh Sorry! Now I see what you were referring to above the "S" and "T'... the doubled lathe lines, not the doubled rim. Jason C has taken awesome pictures of this type.
