CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

      It's either post mint damage, damage done after it left the mint, or a very small chunk of the copper plating tore away during the strike. It's pretty minor at best. The examiners use 10x to determine if the issue is large enough to matter. If they cannot see it at 10x power, it's too minor to list.

      A second closer look reveals there is more lighter surface damage around that area, so yes, I agree with OCC, and that simple answer.
