Greetings, this is just Post Mint Damage, "PMD" it took a well place hit to affect the letter "L".
there is simply no way you will see rouge letters or numbers in the wrong place of the design-as part of the design.

Yes, there is a large amount of damage in that general vicinity, it's just a damaged coin in my opinion.
